There was a divided command, Drake was the Vice-Admiral; the Admiral was Lord Howard of Effingham, and it was he who wrote the despatch.
I was guilty of imprecision in the first post - what I'm really wanting to get my hands on is the despatch; the book is therefore the means to the end :-)
