Yes, Amazon is tracking IPs in the Kindle store. Probably started since the launch of the International Kindle. One browser I use has cookies which associate to my Amazon account; when I open another browser to their site just to look for books and prices, it immediately assumes my region as Latin America. Even when I change it to US, after some time it changes back. This was probably implemented to make buying simpler, as the user can immediately see what's available for his region, without trying to buy a book and only at the end seeing it's not available.

However, I have a US address in my account and I can change my Kindle's country to the US in order to buy books not available in my region. I have done this, a lot of people are doing this (there's even a how-to in the forums at Amazon).

So I don't think Amazon will do anything, its system just "noticed" you were buying from a different country and suggested the change; this was probably automated.
