US customers would pay $1.99 each time a book was downloaded (and to each Kindle) while outside the US. They do not pay VAT.

International customers pay a one-time $2 download fee and can download their book as many times as they wish, to as many Kindles as they have registered, for that one-time fee. The fee will, no doubt, also offset their use of the Kindle store when browsing and wikipedia (where available), as Amazon absorbs that cost. Due to the higher data access costs in _most_ (certainly not all, at least when talking native prices, but not international roaming) countries, Amazon decided to add a standardized fee per country. It looks like pretty much every country then adds VAT, since that fee is rolled into the price of the book.

Which means, you most likely won't EVER see a free book on Kindle, if your address is outside the US. You will get access to a (very few) local authors that those in the US can't access (and in return, lose many of the ones that are US restricted due to publishing contracts).

So, for those who are outside the US - just tune out the Amazon threads, pretend to live in the US (as you no doubt already do for iTunes) or just mentally tack on $2 plus your country's VAT.

And be prepared to check the prices - this one apparently was lowered to zero only in the US, so isn't on sale at all for other countries (at least, the last time I checked).
