Amazon aren't calling it a wireless download fee. But the fact is that for most books available in US and UK stores, the UK price is the (US Price + $2) + VAT.
Granted, we don't have to pay another fee is we re-download wirelessly, but my guess is that Amazon have looked at the usage in the US, and found that 99% of books are only ever downloaded once.
VAT is applicable because in the UK ebooks are subject to 15% VAT, unlike paperbooks which are zero rated.
