I don't think it's illegal, but ...

Apple bundle Mac OS X with every Mac sold, so new retail versions of Mac OS X are really upgrades for existing customers.

Therefore, installing retail Mac OS X on anything other than a Mac is using an upgrade version without having paid for the software in the first place.

Not illegal, but certainly not ethical.
