I wonder what would happen if you downloaded from Switzerland, seeing as how they aren't in the EU and don't have to pay VAT. Amazon probably goes by the address on your credit card though.

And have you tried accessing Wikipedia yet? There's a rumor circulating that user abroad can use Wiki, just no images get displayed.
