I have only read the article but it looks like this is a spin off from the eReader protection scheme being added to the Adobe server. eReader currently uses a credit-card number to do protection but some sort of password would work just as well. These passwords would allow a diverse set of devices to read the file without having an ID to lock the file to the device.
