I think the appropriate thing to say is:
It can be both an upgrade or a downgrade depending on your requirements and how you prioritize them. Neither will be perfect for what you want, so you need to look at all the features, rank them, rate them and figure out for yourself if it would be an upgrade or a downgrade.
For some of us, when we go through that process, it is a downgrade. For others it isn't. Find out all you need to know about these devices and then make a well-informed decision for yourself. I wouldn't blindly follow anyone's biased viewpoint alone. Neither device is miles better than the other to have a clear cut advantage.
