I would assume it is based on the publishers' and distributors' assessment of the market. Right now the e-book market is still small and filled with enthusiasts, the competition is low, so they think they can get away with high prices. In France there is one big name distributor only, FNAC. I hope things will be more reasonable once Amazon steps in
