You can open as many accounts as you like - in the sense that you can create mutliple logins, with either different or the same names, addresses and payment details. But you can only register your Kindle to one user at at time.

If you're buying the new international Kindle, the choice is between registering (i) to a US address, which will give you access to more titles and at a slightly lower price, or (ii) to a UK address, which will be less hassle, and allow you to purchase books directly from the Kindle.
