Thanks to all for the help and suggestions. Microsoft called back last night and my problems are solved. They corrected the exceeded authorizations limit issue. When reauthorizing we noticed a special link on the page to use for Vista PC's and using that it worked and now secure documents are opening fine. Thanks again.
