Pretty much any mass market art form (e.g. music, films etc) has to deal with the same international rights issues. The world is hardly so financially, culturally and politically unified that the issues can dissolve overnight.

My guess is the issue is probably not the publishers, but securing the wireless network deals, at a price Amazon is willing to pay.
