Yes that could work but requires more key presses. Using your example it takes three presses to select 15. For the current system you would press 0 to get to the next page and then 7, only 2 presses.

The 9 and 0 are useful when you have multiple pages of choices. For your case of 20 on the same page, how would you get to the 21st?
