Actually, it depends on the states. Some (a few) states do not allow gift certificate or gift cards to expire or to have fees. But, many others allow it, and the companies take advantage of it.
Un-redeemed gift card/certificate revenue is quite high at many stores. If you're going to give someone a gift card, DON'T... just give them CASH.
