...and, as you quoted, the second part of my post was to use something like Adblock or similar/equivalent to remove those elements that are found subjectively "annoying".
Obviously, being able to solve for oneself a personal, subjective annoyance is far better than the notion of implementing a "static" imposition on other peoples' preferences (eg. those who use or like the animations). It is just such a personal solution that I assume people are trying to help with by offering their suggestions here.
