You could understand them wanting such partnerships in place before doing a full launch in a particular country, but it does seem strange that none of these companies want to sell any devices.
Maybe its all just a handy excuse, they might be committed to certain levels of order to the states and wouldn't have enough devices to launch anywhere else at the same time.
