I assume that it's due to her popularity in her own country. They, the publishers??, want to sell as many hardcovers as they can in Canada before releasing the eBook to maximize profits. Plus, it would rocket to the eBook Store "Canadian Bestsellers' list and they would have to price it at $9.99. This strategy sucks.
