You won't get an accurate representation of the layout, but all the text and most of the formatting should be rendered correctly, including internal hyperlinks. I use this method to read PD titles from Project Guthenberg, and it works perfectly.
(I'm not sure how important it is to change the extension to TXT. I read somewhere that it was necessary, but haven't tried leaving it as HTM.)

Yes, I knew you could do that, but if a page contains tables and other formatting features they get lost. The nice thing with the PDF conversion is they are all maintained. This is
really nice for programming related material like I am reading now. However, for regular text type material, your method would probably be preferable as I imagine the html files are much smaller than PDF files.
