Thank you for the tracelog. Your slowdown seems to be related to routes reaching our network through Peer1 - the same as a few days ago when the network was under a DDoS attack. I have opened a ticket for review.
Update Sept 23: I received word from the network administrator that there was a problem with Peer1 uplink. It should be solved now.
If you're having connectivity problems again and if they are apparent in the traceroute, please, if you can, send me a private message with the full trace- and ping logs (including your source IP address).
