Didn't hear of that problem so far.
Most of the users either can't start eBook library 3.0 at all or it crashes later on. It very often crashes when syncing, problems with drag & drop seem to be a bit less often.
Not being able to purchase/download is a new one.
You can download whichever way you want and then manually import into eBook library. It's way from being perfect, but my recommendation would be a Virtual Machine or Bootcamp for a Windows XP session. Download within XP and then copy to your Mac library for the moment.
In general, XP seems to be more stable than Vista or other OS.
