I think it's actually a brilliant idea. Perhaps the moratorium should be not 1 year, but 2-3 or maybe as much as 5... but the basic concept is brilliant!

It gives publishers ample opportunity to make big bucks immediately after publication, and long-term (potentially perpetual) profits (proportional to readership, one would hope) on no longer fresh-and-new books that are all but freely handed over to the reading public.
