I know that when I make my tea at home, I try to catch the water before it has boiled. I have found that I like the green tea better when I use water that is near boiling but not yet boiling. I don't add anything to the tea -- no milk, cream, sugar, or anything -- and I can tell the difference (although it isn't very great) when the tea is made with boiling water.

As a rule of thumb, anything that is not black tea is brewed with water below boiling point, 70-80C.
