Actually, AFAIK, industry's efforts are towards reducing initial delay.
There has been some real progress. I have found some EE bulbs that thurn on almost instantly.
Newer Energy Efficiency bulbs are also smaller (they fit almost everywhere) and produce less white-ish / cold light.
