Maybe nobody's discussing it because I'm misreading it. Previously I thought that an ebook owner residing outside of NY State had to pay $100 annually for a non-resident NY Public Library card in order to get eBook privileges. Isn't Dr. LeClerc saying that any Sony Reader owners will now be getting access to these "current titles"? Or is that wishful thinking on my part?

I believe that was a misquote or taken out of context. You still need to be eligible for a library card for that particular library in order to access it with the sony bookstore or reader.
