Actually, yours was a better link. Igorsk's just said that they were not going to be authorized, it didn't really explain why.
Basically, Rowling is a luddite. She writes the books by hand with a pen and paper, and has said in interviews before that it's her belief that the books can only be properly appreciated if they are read on paper. She does not believe that eBooks are the correct way for people to experience her stories.
