Overdrive is a service that makes audiobooks, videos and ebooks *available* to local libraries. It's up to the libraries which service they subscribe to and which materials they choose to make available.
My local library uses Overdrive for audiobooks and video, but not ebooks at all, so you're marginally better off than I am, in that regard.
But then I look at my ocean view and stop complaining.
