This is very true - I live in a county that has several small towns, all with their own small libraries. Only one of them offers ebook downloads, due to an alliance with several other library systems in the state. However, since the vast majority of the people in this county don't live in that one town, very few people here have access to them. I'm fortunate in that I was able to get a library card from one of the larger library systems in the state because I worked in the city, but most of the people in my little community have no library access at all (ebook or pbook) without paying a fee that ranges from about $50-$100 per year.
