There´s a difference bettween swiping a card at a store and having a computer charging your card from the numbers and stuff, dunno what the difference is but somehow a bank knows that.
In order to gain access to dollars you have to fill an application and submit it to your bank who then submits it to a government institution(CADIVI) that decides wether or not to approve your application. After that the bank just limits how much you spend in a foreing currency.
The only good thing is that once you apply for say the 400 online purchases you never have to reapply, your balance is 400 on january first again and that the government regulates the price to 2.15 Bs. per $.
It used to be $3000 a couple of years ago but people selling "their" alloted ammount for online purchases(Black marker prices are like 7 Bs.) and the price of oil (Venezuelas main export) made the government cut it back to $400.
Did I mention that the government has the discretion to no approve your application or simply cancel your "privilege" for any reason
