Adam, DC isn't out of the picture - you'd just need to go in person to get it. Once you do, it lasts 3 years, so that's an option if you travel to DC in the future. In the meantime, check out this website for participating libraries:

It seems that Hawaii and New Orleans offers out-of-state cards, but I don't know if you have to go in person or not.
