PDF is an
open standard. Anyone can implement a reader or a writer to it and there are in fact many implementations. You can read PDF in basically anything that has a screen and a general processor (even my old Palm TX can read PDF). Yes it was created by ADOBE, but is very open.
Maybe I made a poor choice of words. Instead of using the adjective "neutral", I should use "open". What I didn't want was to end with my annotations locked up in a file format that can only be opened by a single vendor's software.
