It appears to be nothing more than a concept at this point. And oftentimes, concepts like this have little to no basis in reality, as seems to be the case here. Sure, there's a nice animation, but figuring out how to actually get the thing to work is the difficult part. And that doesn't even get into physical production aspect once a working prototype is made. So color me unimpressed.
