It must be a European vs. American sort of thing, but I have never lived in an apartment (flat) where the landlord didn't clean and paint (and sometimes re-carpet) the place before renting it out again. I always remember paying a rather hefty deposit to guarantee I would either leave the place in pristine condition, or offset the landlord's costs in making it that way before the next tenant took possession.
The night I moved out of my very last apartment, I had some black spray shoe dye in one box. The box was sort of a plastic milk case thing. Anyway, somehow the cap came off, and I put something on the spray bottle, and hear this pssssst sound, turned around and there was this long black spray mark on the nice beige carpet.
I spent the whole night getting that spot out .... but I did get it out, and the carpet looked perfect when I left. There are times that having a lot of practical chemistry in one's background is very helpful.
