I wouldn't count on WINE for non x86 devices, as far as I know WINE for WinCE never got past the initial prototyping stage. Doing an x86 emulation + WINE to run regular windows apps would be too slow for a good experience (even using Transitives dynamic jit style tech). The Cortex A8 is an inorder 13 stage pipeline, without the hardware acceleration you can think of it roughly in the same class as a 600 Mhz Pentium 1 or Atom.

The Touch Book is an arm device and I think that more than anything is why the say they don't do Windows. The best they could do right now is WinCE which isn't what most people are looking for in a netbook.
