Amazingly, the SoPDF program from 'theguru' fixed the problem, with its PDF-to-PDF conversion!

Here's how the same text page looks in "small" type after being ground through SoPDF with these options: sopdf -i Wyrd_Sisters_stripped.pdf -m 3 -w
