That's not true so far as I know. There are nine essential amino acids that are not synthesized by the human body and need to be obtained from food (amino acids are the building blocks of proteins). Whole vegetarian foods generally contain all nine essential amino acids, though they're lower in some of them. As long as you eat a varied diet the body will make whatever adjustments are needed. Protein deficiency is not a real concern for vegetarians.
