You must either belong to your local library, or know someone who will get you a card from theirs. Librarys usually require you live within their district. There are those, like NYPL, that will sell subscriptions for $100 yr.
Not all books are available thru the library systems. If you must have a particular book, you may still have to buy it.
Kindle books are less expensive than Sony books. Also, not all books are $9.99. Thousands and thousands sell for less. That price points is for best sellers. You can also purchase your books from other places than Amazon.

I think its a matter of time before Sony book prices will be in line, but right now you are right.
