The books are set around 2100. The USN has a naval base somewhere in system, not sure where exactly but seems to be in a Lagrange point or in a geosync orbit around Earth.

The main character is a raw ensign at the start of the series who as part of daily duties assigned the role of ship legal officer. Half the book is the events leading up to the main event and the remainder is the court action. Very good IMHO.
