Google Books treats different books differently. Some only have metadata, others offer a partial preview, others are fully downloadable. Which is which depends, in part, on the publisher. (There was a lawsuit and the agreement born therefrom governs Google's digitization of still under copyright books.)

Ps.: Searching the book (with only a sentence's or two's worth of text surrounding the "hit" being displayed) might be available even for books that offer no preview though.
