Right now, yes. The current mode will get triggered after 10 seconds of inactivity (I think that's the right number), and then wakes up when you use the stylus or hit a sensor. There is another mode planned that will replace turning the device off, but it has not been added yet.

Reports from 1.5 seemed to indicate that if you let it sit in the sleep mode you'll get around 12 hours (give or take). This power mode is not intended to be used for leaving it on all day instead of shutting down and booting up. That's what the other mode will be for.
The current power mode is just for brief periods (between page turns, letting it sit for a few minutes, etc) in order to extend the battery life. The mode you're talking about (leaving it on all day so you don't have to wait for it to boot up) is supposed to be added in a future update.
