Yep, that's a polytunnel. They are plastic tunnels which protect plants from wind, frost, and heavy rain. The the air and ground inside a tunnel is also warmer (essentially a green house). They are necessary for plants such as strawberries as it just doesn't get hot enough here (well except for today where it reached 27C / 80F).
I planted out my tomatoes today and have made a 'do-it-yourself' plastic greenhouse for them.
