The generic answer from the plucker mailing-list is: "Use the Plucker gtk+ viewer, or explode it back into HTML with unpluck/explode, or use POSE, the Palm OS Emulator." However, none of these options are available to the typical Windows user. There used to be a build of wxPluckerViewer for Windows available for download, but the host web site has gone. It is very basic, and dies on plucker files that FBReader (a Linux reader) handles OK.

The "unpluck/explode" option would be best. This means to turn the .pdb file back into simple html, which could then be read by any web browser. Once again, this isn't part of the standard Windows desktop (or Sunrise, so far as I know).
