Harlequin sell their books as in packs. e.g. you can get all Presents titles for a month at a reduced price to buying them individually. They sell PDF, Lit and mobipocket DRM but there are ways around this.
regencyreads.com sell old historicals they are republishing DRM free in a variety of formats - easy to change. They do 5 new titles a month and have a big list now.
