Acrobat Pro costs 6 times what PDF Annotator does and includes very powerful PDF features, but I assume you know that already and are asking solely about inking, which is what PDF Annotator does well. I don't have Acrobat on my Tablet, so can't answer, though here is a link to a forum thread discussing inking in Acrobat 8, where one poster says
"I tried the annotation in adobe and the inking support blows!"
