You're vanishingly unlikely to actually be prosecuted for it, but it is, technically at least, illegal. It's a breach of the 1998 "Copyright, Designs, and Patents Act", to be specific.

Perhaps things may change in the UK.
Consumer Focus argues against current laws, although I really don't know if they have any power at all to help any change happen - they are not a regulator. They're a UK statutory consumer organisation.
