I've always pronounced buoy as boo-ee and quay as wharf.
When I was in the Army I was stationed with a guy from Boston and people were forever trying to get him to say words that ended with an r like, "I got in my car and drove real far to the bar." They thought the way he pronounced (didn't pronounce) r was hilarious. It got to a point that he would go out of his way to not say words that ended in r, so instead he would say something like "I got in my automobile and drove a long distance to the tavern."
