just replying to myself: after some more research i figured that:
- it's the kobo device itself that is doing hyphenations
- it is impossible to check if Better Hyphenation dictionary was installed or not (my device said "updating" and rebooted, i assume it was installed)
- in calibre, hyphenation settings under preferences -> conversion -> output options -> kepub apply only when you run convert books -> KEPUB. since my conversion is on the fly when transferring a book to the device, the RELEVANT hyphenation options are located at KoboTouch config.
- even if i fine tune hyphenation options with KoboTouch plugin, they wouldn't apply if i'm using justification=ON on the device.
- if i want justified text AND fine tuned hyphenation settings, i would need to justify books with Calibre and turn the justification OFF on the device.
please correct me if i'm wrong.
