Could you explain further how this works? If I try to change the Library Folder, I can't set my Calibre folder in OneDrive (that's just a clone of my offline Calibre library) as my library folder, the Open button is grayed out.

Right now, you can select either "All Rules" or "Any Rules", but this is per rule type. For selected tags, it's always an OR. (tag1 OR tag2 OR tag3)
I'd love to have a separate AND/OR toggle for tags so it could be (tag1 AND tag2 AND tag3).
