You can already kind of do this just with the single Libby account unless kobo somehow borked that up
The tldr is make the Libby account add cards to it, sign in to the account on your kobo instead of adding the card, the next step has you add a card anyway.
And now you can just use a different device to browse and borrow syncing your kobo will pull from any library connected to your Libby for borrowed books
Mind this was back when overdrive still was in use as an app and account and I think you logged in on your kobo to the OD account. Not sure if the Libby account works (it should though)
Obviously native support would be better as this requires using another device to browse and borrow books from multiple libraries.
