You don't necessarily need to have smooth scrolling to read the webcomics format. You do need to join consecutive pages vertically, though. Panels often span consecutive pages, and you need to see parts of both to see the whole panel in one screen. Most reading programs on e-ink show one page at a time, or maybe two horizontally aligned. The programs need something like the vertical mode often implemented in PDF reading programs to properly view webcomics. It would also be useful to use panel geometry info in the epub to use page forward/back events to jump between complete panels rather than actual pages.
Unfortunately, webcomics also seem to be aimed at a typical smart phone's aspect ratio. Pages are tall and skinny, so not a natural fit on your typical e-ink device. Even with the proper software, reading webcomics on e-ink devices is never going to be as comfortable as it is on a smart phone.
