I don't have any personal experience, but I have heard that newsletters are actually important for fiction. The main strategy is basically to give away copies of the book to people who will likely like it and ask them to read it and give a review, in the hopes that if they like it, they will recommend it to others. It is not so much the reviews, but the word of mouth that you want. Depending on the genre there are also places where you can go to find readers. A minimum social media presence probably is needed. You don't need followers, but the ability to communicate with potential readers. The key is to talk about things related to your book. Targeting your marketing to people that are interested in your book is key.
